Experience with Quality Contracts in Public Transport in Norway

This chapter describes how the main challenge to the public sector is maintaining and developing public transport services as an attractive alternative to private car use, particularly in urban areas in order to achieve an environmentally friendly and effective transport sector. This requires appropriate policy tools being made available to policy makers. Public transport in Norway was operated by contracts between transport companies and the regional and administration. After a lengthy discussion in Hordaland County, the county parliament decided to regulate their relationship with the transport companies through quality contracts. These contracts replaced a system with annual contracts based on basic preferred numbers. The agreements were entered for a test period of 4 years beginning 1/1/2000. Molde Research Institute has evaluated the use of quality contracts during the test period, and this chapter reports the findings.
