Public Transportation Studies

This chapter introduces public transportation studies to novice public transportation professionals, checkers, and students. Experienced professionals can use this chapter as a quick reference guide. The chapter applies primarily to studies of fixed-route bus transportation. May of the techniques discusses also apply for other fixed-route modes. Demand-responsive (i.e., paratransit) services have different purposes and vastly different ways of operating than do fixed-route services, so their study techniques are generally different. The studies discussed in this chapter are primarily those that are useful for operators studying their own services. Studies are also conducted to meet the needs of out-side funding sources, investors, the media, and the public. In the United States, agencies that receive federal funding conduct studies to provide Section 15 data to the Federal Transit Administration (FTA). Operators conduct those studies under very rigid sets of rules and they are not discussed in this chapter. This chapter also focuses on the conduct of the study rather than the establishment of data collection programs or the manipulation of study results. Much has been written on both of those topics, and each could occupy an entire manual. Finally, the chapter is limited to studies requiring actual field data collection and does not include any discussion of the collection and analysis of routine management information. Counting revenue, counting transfers, conducting an inventory of equipment and parts, collecting data, compiling cost information, and other continuous management information efforts are outside the scope of this chapter.
