Protecting the Captive Railroad Shipper

This chapter describes how the term “captive” is frequently used to describe shippers that have few transportation options. However, it has been used in a variety of contexts with varying meanings ranging from shippers having only one viable transportation option to shippers with a relatively inelastic demand for a particular transportation alternative. The chapter attempts to define the captive shipper; to describe the extent of shipper captivity in the USA; to discuss the economic implications of captivity; and to present some policy alternatives.
