This ten-year plan provides a vision for intercity rail service as determined by the California Dept. of Transportation (Caltrans). The ten-year plan goals are to provide intercity rail as an alternative mode of transportation, promote congestion relief, improve air quality, better fuel efficiency, and improved land use practices. This plan includes standards for meeting these goals. It sets priorities for increased revenues, increased capacity, reduced running times, and cost effectiveness. The plan describes California's intercity rail network and connecting bus service. It also presents the ten-year recommendations by Caltrans regarding the level of state-supported service on specific routes, as well as the capital and operational funding needed for supporting such services. In addition, the report discusses rail planning and marketing, programming, funding processes for operations and capital improvements, freight rail, and potential new service and routes.
