The Geography of Urban Transportation Finance

This chapter begins with an overview of the economic geography of transportation finance. It explores economic rationales for public investments in transportation as well as the central role of political geography in determining transportation investments. Next, an overview of current surface transportation finance with an emphasis on metropolitan areas in the United States is presented. Broad trends in revenues for transportation and patterns of expenditures by both geography and mode are examined. The chapter concludes with thumbnail fiscal histories of the two transportation modes that have most influenced the form of metropolitan areas in the United States: metropolitan freeways and public transit.
