VULNERABILITY TO MALEVOLENT EXPLOSIONS. IN: STRUCTURAL CONDITION ASSESSMENT

Among the possible malevolent actions against buildings and other structures, explosions remain the most insidious, requiring the least sophisticated materials and expertise to assemble and deploy. The principal components of an explosive device may be obtained at a variety of retail outlets without arousing any suspicion. For this reason, the federal government has developed guidelines and criteria for the assessment of their facilities based on the threat of an explosion. These criteria recognize the risks and hazards associated with large-scale terrorist explosive events and prescribe different levels of protection based on the nature of the structure and its criticality, occupancy, and symbolic importance. Many local jurisdictions and commercial property owners do not have similar criteria set for their properties. This chapter will provide guidelines for their engineers, based on the hazards associated with the site conditions, building layout, and control of access, as well as the structural framing and faade components, for assessment of the vulnerability of their structures.
