MAKING WORK ZONES WORK BETTER: THE FINAL RULE ON WORK ZONE SAFETY AND MOBILITY

The Federal Highway Administration recently updated its regulation on traffic safety and mobility in work zones. The final rule, which was published in September 2004 and must be implemented by October 2007, will facilitate consideration of the broader safety and mobility impacts of work zones across project development stages and the implementation of strategies to manage these impacts during project delivery. This article provides an overview of the rule and discusses the tools and documents that are being developed to facilitate implementation. The updated rule emphasizes a partnership between the FHWA and states. It allows states the flexibility to apply the provisions as appropriate to their respective operating circumstances and to serve the needs of different project types and classes. Major provisions include: (1) development and implementation of a overall, state-level work zone safety and mobility policy to institutionalize work zone processes and procedures; (2) development of standard processes and procedures to support policy implementation; and (3) development of procedures to assess and manage work zone impacts of individual projects.
