MAINTENANCE MATTERS: IN-HOUSE VS. CONTRACTOR LABOR
While it is commonly believed that outsourcing is a great way to limit overhead, transit agencies must keep in mind the labor provisions of the Federal Transit Act that protect transit workers from being replaced as a result of the distribution of federal funding. The article reviews some of the options available to increase efficiency to limit the competitive cost benefits associated with contracting out.
