CREATION OF AN AGENCY FOR TRANSPORT INFRASTRUCTURE FUNDING IN FRANCE

The French road sector is currently undergoing two profound reforms. The first is decentralisation involving the transfer to local governments of approximately two thirds of the national road network necessitating a complete restructuring of the national road authorities and allowing route management across the local government administrative boundaries. This reform may be presented to routes/roads readers in 2005 when the ongoing consultation process involving local government is completed. The second reform involves the method of financing roads following the establishment of a French agency for transport infrastructure funding. The funding agency is underpinned by resources raised from roads and more specifically by the motorway concessionary company dividends and is specifically dedicated to funding all types of transport infrastructure. France does not have a dedicated road fund, the majority of road funding relies on taxation and in particular revenue from petrol taxes collected as part of general revenue. This new agency is therefore a major political reform. (A)
