BEFORE AND AFTER ACCIDENT STUDIES UPDATED TO JANUARY 1977. BLACKSITES

This report updates to 1 January 1977 the before and after accident study on 49 blacksites on which remedial work has been completed for longer than one year by that date. This represents 29% of the average number of blacksites identified each year and by 1 January 1977 work had been completed or designed for 50% of sites. The apparent average accident reduction is 31% giving a first year economic rate of return of 202% and a discounted rate of return of 667% using a 10% discount rate over 5 years. The accident saving at the 49 sites would appear to be 253 accidents in a three year period which represents an accident cost saving of pounds 1067000 for the expenditure of pounds 175782, both at January 1977 prics. /Author/TRRL/
