APPROACHES IN PREVENTING DRIVING UNDER THE INFLUENCE OF DRUGS
Accident risk is the crucial variable in traffic safety. If the risk comes from driver impairment, it makes no difference whether the impairment is caused by alcohol, illegal drugs, or medications. There is no need to differentiate between the substances causing the impairment. However, the situation changes when looking at prevention. Prevention of consumption of illegal drugs and alcohol is clearly an issue where consumption of medications becomes a cloudy issue. Thus, the subsumption into psychoactive substances simplifies the discussion with respect to traffic safety but complicates it with respect to prevention messages. A survey was conducted to get information about the solutions member states of the Council of Europe found for these problems. The aim of the survey was to determine the prevention efforts used in the different countries for alcohol, illegal drugs, and medications and differentiate the efforts into general prevention and into prevention in traffic.
