PUBLIC VALUATION OF ROAD USER CHARGING: SELFISH AND SOCIAL PERSPECTIVE

Road user charging is not readily acceptable to the public, particularly car users. This is likely to be the main barrier to its implementation. How to design an acceptable scheme is still a problem. This is possibly because it is not clear how people value the benefits of the scheme, and how the system features affect acceptability. The research aims to help in the design processes of road user charging schemes to achieve acceptability. The objectives are: (a) to investigate how the public evaluate road user charging benefits (travel time reduction, environmental improvement and benefits from revenue used) and features (charging level, charging method, charged period of time and charged area), in terms of both selfish and social perspectives; and (b) to study the effects of these perspectives on the acceptability of road user charging. The stated preference (SP) approach has been used for examining the benefits of road pricing, from both a selfish and social perspective, and its acceptability in terms of voting behaviour. On the basis of various ideas developed during the process of the research, a series of pilot studies (through four pilot surveys), varying in their design of presentation and measurement, were undertaken which led to an adequate version used in the main survey. The main survey was conducted in London and Leeds. In this paper, the design and development of SP exercises and survey forms for measurement of the acceptability, in association with selfish and social perspectives, are presented. The key findings will be: public perceptions of the benefits of road user charging, influences of the system features and differences between selfish and social perspectives.
