A NEW APPROACH TO ROAD PRICING IN THE NETHERLANDS

The National Traffic and Transport Plan (www.minvenw.nl) gives The Netherlands a new traffic and transport policy with the elements of construction, utilisation and pricing at its core. Construction alone is no longer sufficient to maintain accessibility at the proper level: (1) Building infrastructure makes huge demands on the space available. (2) Matching infrastructure capacity to peak periods means the inefficient use of resources. (3) In order for users to assess their mobility choices properly, it is necessary for them to be able to link road use to payment. The "MobiMiles" report presented in April gives a view of the introduction of a variable and differentiated mileage levy from 2004. It is not a matter of a localised tax, apart from at peak times, but of a general variation of fixed charges for private cars. The system also offers the possibility of differentiation according to time, place, and environmental factors. The system combines technologies available in the marketplace. Furthermore, the report makes suggestions for guaranteeing the privacy of road users. The Report proposes a charging system which is neutral from a budgetary standpoint; one in which the road user pays for use of the road, instead of the Motor Vehicle Tax and possibly also the Tax on Private Cars and Motor Cycles. The "greening" effects of the present taxation system will be retained at the very least, and there will be efforts to incorporate additional positive environmental incentives.
