STATE TRANSPORTATION DEPARTMENT VIEWPOINT OF TSM

This paper points out the problems with instituting federal highway programs at the state level and relates those to TSM programs. The Diamond Lanes, multiple-occupancy vehicle lanes on the Santa Monica Freeway, are discussed to illustrate the reactions that can come from innovative approaches to controlling automobile travel. /Author/
