A METHOD OF VERIFYING THE EFFECTIVENESS OF LIMITED PARKING ZONES

The suggested method concerns Vienna's limited parking zones and is based on: (1) the rate of utilization, which indicates the relation between occupied parking spaces and available parking spaces, and (2) the degree of effectiveness, which indicate the relations between actual and desired occupancy within a certain period of time. By determining the desirable degree of effectiveness as well as the admissible probability of excess utilization, an area can be divided into four 'zones' by means of a coordinate system of axes including the variables of probability of excess utilization and degree of effectiveness. By this method, the position of the limited parking zones in the coordinate system can be ascertained for any point of time. /TRRL/
