USING PHOTOGRAMMETRY AND GIS TO STREAMLINE GASB 34 REPORTING

Photogrammetry and GIS can help streamline reporting of capital assets required of localities under Statement No. 34, the guidelines issued in June 1999 by the Government Accounting Standards Board (GASB). It stipulated two approaches toward accounting for capital assets, the depreciation approach and the modified approach. The modified approach may suit the situations of government agencies if they are investing most of their capital expenditures in maintenance rather than creating new infrastructure. The general criteria set out by the board for the modified approach sets minimum outputs and inputs, including maintaining a current inventory of assets, regularly assessing and reporting on their condition, and annually estimating maintenance costs at the minimum level established by the agency. Photogrammetry is increasingly looked to for providing accurate, detailed records of infrastructure assets, especially when combined with GIS databases. Many GIS software programs have been designed with statement number 34 in mind, and when implemented can reduce the time for inventory taking significantly. And once all the items have been entered, updating is quick and easy, making the statement number 34 requirement turn into another asset for planning.
