Pursuit of a concept as simple as reversing the oil spill spreading phenomenon has resulted in the development of a very effective methodology for cleanup of oil spills. New equipment and techniques are now routinely used throughout the Navy where spills occur. Two comprehensive spill cleanup scenarios which extensively use the surface enhancement equipment and techniques are described. The scenarios are confined area spill, with the skimmer in a stationary mode, and open area spills, with the skimmer in a moving mode. Data are presented which show that skimmer performance can be improved by factors of 8 and 18 for water and air enhancement systems, respectively. Examples are presented which show that low-speed skimming while using surface enhancement techniques is more cost effective than high-speed skimming.
