EVALUATION OF THE AZTECH MODEL DEPLOYMENT INITIATIVE

AZTech is the metropolitan model deployment initiative (MMDI) for Phoenix, Arizona, USA. The Phoenix area faced a number of factors that challenged the pre- MMDI transportation system. Experiencing the fastest growth among U.S. cities in the 1990s, Phoenix's population and development are spread over a vast area of 1,817 square miles, and fragmented by 19 government jurisdictions. ITS offered the potential for addressing current transportation problems and laying the groundwork for the future. The evaluation of AZTech took place between 1997 and 1999. The traveller information and traffic management systems are described. Most system components are now partially or completely deployed after the two-year implementation period, and the project has begun its five-year operational phase. While benefits have begun to be realised, the principal conclusion is that further deployment and maturation of ITS in the region is needed before the full extent of the impacts can be assessed.
