CAN AIR CARGO MOVE BY RAIL IN EUROPE?

A number of regional authorities of Belgium, France, Germany, Ireland, Luxemburg, The Netherlands and the United Kingdom have established a programme to encourage international research and co-operation on Common Options For Airport Regions (COFAR). The programme is partly funded by the EU (INTERREG initiative) and includes a geographical area across the borders of the above countries covering the North Western part of Europe. This is a highly industrialised and urbanised area with a dense infrastructure network and a population of 140 million. The overall objective of the COFAR project is to investigate common policy options for regional authorities in airport regions in North Western Europe. These authorities are all faced with the same problem of accommodating the demand for air transport in a way that minimises negative impacts on the environment and land use, thus attaining more sustainable operations, whilst maximising economic benefits. In particular, this paper concentrates on the potential of a freight shift from air to rail and the policy options available to regional authorities. The objectives were to: (1) Analyse the prospects of airfreight transport and their associated infrastructure needs; and (2) Investigate the potential to shift airfreight from air and road to rail and thus attaining more sustainable operations.
