PRIVATISATION OF ROAD MAINTENANCE AND OPERATION - SLOVENIA: A CASE STUDY
The aim of this paper is to introduce the current project being undertaken on behalf of the European Bank for Reconstruction and Development (EBRD) and the Directorate of Roads of Slovenia (DRSC) that is investigating the introduction of private financing in highway maintenance to the state road network. The aim of this paper is to provide a brief outline of this project, concentrating on those areas that illustrate how the study team have defined the content of the concessions, the definition of viable risk transfer, the fundability, affordability and finally the remuneration structures that need to be addresed in such a project as this.
