THE ECONOMIC REGULATORY SCHEME FOR DEEPWATER PORTS

The purpose of this paper is to review and evaluate the economic regulatory scheme that DOT developed for the deepwater ports. A background of deepwater ports is given in Section I. Section II examines the likely market structure of LOOP and Seadock and Section III examines their predicted market conduct. The economic regulatory scheme developed by DOT to control the market conduct of LOOP and Seadock is reviewed in Section IV. Several preliminary observations on the economic regulatory scheme developed are presented in Section V.
