IMPACTS OF CIVIL/INFRASTRUCTURE ON ECONOMY
The Central and Eastern European countries in the transitional process of economic and political restructuring play an important role in the future development of connections between East and West. The main characteristics of this transition period are: new organizational and management structures, new linkages and routes, new equipment and technology, and an upgrading of infrastructure and services. The transport hub status of these countries requires a new transport policy, in which the transport infrastructure provides the conditions for accessing the new markets. The first part of the paper gives a short overview of the new transport policy of the Hungarian government. The road and railway networks are important parts of the civil infrastructure of the country. Because of the multiplying effect, the infrastructure investments require special attention in the construction of new road or railway sections or in the development and reconstruction of the existing ones. The provision of transport infrastructure has important impacts on the whole economy. The main part of the paper describes and analyzes the impacts of the transport infrastructure. First, the main benefits are discussed: impacts on regional development and economic growth. In the context of identification of these impacts two steps are important: separation of allocation and distribution effects, and separation of internal and external effects. Second, the cost effects of the transport infrastructure are identified and evaluated. The closing part of the paper summarizes the appraisal methods and criteria of the valuation of the impacts of transport infrastructure and concludes with a mixture of strategic issues.
