ENVIRONMENTAL EFFECTS OF A KILOMETRE CHARGE IN ROAD TRANSPORT: AN INVESTIGATION FOR THE NETHERLANDS
The Dutch government is interested in imposing a variable charge for car traffic that would reinforce the relationship between intensity of use and payment in road transport. This paper examines the potential environmental effects of a kilometer charge for car traffic that would replace the existing taxes on new cars and on car ownership. Although this kilometer charge would lead to a substantial increase in the variable costs of car use, the average costs of car use would not increase because the fixed taxes would be substantially reduced. Four alternatives for the kilometer charge are formulated. Results indicate that environmental pollution caused by car traffic would be reduced 20-70% with the kilometer charge. In addition, a significant decrease in road congestion could be expected.
