ECONOMIC EVALUATION OF SAFETY IMPROVEMENTS TO FIXED ROADSIDE HAZARDS
This paper applies the principles and techniques of economic evaluation to the analysis of safety improvements to fixed roadside hazards. Among the issues which are examined are the analytical and estimation problems encountered in such an economic analysis. In addition the usefulness of some earlier work is discussed. Some consideration is given to the taxation or regulation of motorists and utility and highway authorities in the context of collisions with fixed roadside hazards. /Author/TRRL/
