INSTITUTIONAL DEVELOPMENT STRATEGY FOR ROAD ORGANISATIONS IN INDIA

Development of transport infrastructure in India has recently been subjected to the forces of change, brought about by Government initiatives in pursuing of economic liberalisation. The dual goal of improved management of existing road infrastructure assets and of rapid implementation of major road upgrading programmes can succeed only if the responsible institutions are empowered, tasked, structured and resourced appropriately. Recent efforts made at developing Institutional Development Strategy (IDS) as well as attempting their implementation indiate that the road sector in India has finally accepted the reform challenge. The road organisations who have participated in the IDS process have been experiencing both accomplishments and constraints in the implementation of reforms. For the latter, there have been bold efforts to overcome them. This Paper identifies a series of initiatives, which have been activated for realization of institutional development and maps the commendable efforts made by some of the Public Works Departments (PWD) at launching of the IDS process. There lave been reform attempts at the central level also represented by separation of client and provider function with establishment of National Highways Authority of India (NHAI), as 'provider' organisation. The creation of dedicated road fund by the Ministry of Road Transport & Highway (MORT&H) is another major step forward aimed at providing well-timed support to the organisations awaiting augmentation of their own financial resources for road development and maintenance. There are of course several other road organisations, who have not made a formal beginning at institutional reform process as yet and are waiting to join the group of reforming road organisations. For the benefit of such organisations, this Paper shares the experience of the organisations who framed their immediate, short and medium term reform measures for carrying the 'Way Forward.' (A)
