WHY UNSAFETY AT SEA
International organisations such as IMCO and ILO must deal with the safety problem effectively, with governments, insurers and shipowners all playing their parts. It is necessary, first to improve our knowledge of the phenomena involved, then to define an overall strategy; if all parameters are not brought under control, then "Unsafety at Sea" will remain.
