ROADS AND THE ENVIRONMENT
The report states briefly the benefits that roads and road vehicles render the community and then reviews their adverse effects on the environment in four main fields: - traffic noise, air pollution, vibrations and intrusion. In each of these areas the present state of knowledge is outlined and some indication given of the desirable research and development. Emphasis is placed on the need for some means of assessing environmental benefits in financial terms so that environment factors can be given their fair weight in relation to economic factors when decisions are made.
