PRACTICAL IMPLEMENTATION OF REGIONAL TRANSPORT PLANS

The working group proposes that a letter of intent procedure would be established regarding the most important measures that will be taken in regional transport plans in the next few years. The procedure would be particularly suitable for larger cities; in the view of the working group, this type of agreement would be needed in approximately 10-15 regions. No special organisation for regional decision-making in transport is proposed. The measures that would be included in the agreement involve, at least, construction and maintenance of transport infrastructure and measures of official authority, state or municipality, concerning public transport. Pivotal issues in the agree-ment would include: large investments that are in accordance with the regional transport plan; smaller investments whose total costs are high; and considerable changes in maintenance responsibilities and in subsidies for public transport. The parties to the agreement would be those parties, who invest in the projects, i.e. municipalities of the region, Ministry of Transport and Communications, Road Administration (in practice local road administration), Rail Administration and Pro-vincial State Office. The agreement might come in different forms. Important decisions (for example using an allocation for a different purpose than originally intended) could be agreed on, if needed, by a government resolution or by amending the grounds for allocations in budget. In compliance with its assignment, the working group does not propose any changes to the principles of the state share system, but the state and the municipalities will continue to finance their own assignments, according to the present legislation. Even though municipalities and the Traffic League agreed with the unanimous report, they would have still wanted, on one hand, a further state commitment and, on the other hand, somewhat more flexible practice; for example a new sub-item in the budget that could be used for subsidising public transport investments of several financiers. These type of investments include public transport routes and travel dispatch centres. The basis for the proposed agreement procedure is that by concluding the agreement the parties commit themselves to promote, within their competence, the projects included in the agreement more persistently than before. The agreement cannot change the competence of any of the parties. It would include the pivotal measures concerning transport in a particular region during the following two or four years. The background material the working group used was a study on state and municipality expenditure on transport infrastruc-ture investments, maintenance and public transport.
