THE DESIGN OF THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION AIR QUALITY SYSTEM

This report describes the Air Quality System developed by the New York State Department of Transportation to analyze the impact of alternative transportation proposals on surrounding air quality, designed to give a general picture of the programs, and the uses to which they might be put. There are three components to the system: 1) The Factoring Program, which develops forecasts of traffic volumes for less than twenty-four hour periods, 2) The Emissions Program, which computes the emissions of carbon momoxide, hydrocarbons, nitrogen oxides and particulate matter from the traffic forecasts, 3) The Gaussian DIspersion Program, which computes the concentration of carbon monoxide at locations specified by the planner, using the emissions values and meteorological data. The report describes the tables used by each component, and gives a general outline of the flow of the computations. The types of problems which are appropriate and inappropriate to the system are discussed, and the materials which must be collected before the system may be used are outlined. /Author/
