DIRECTORIES OF CLIENT-AGENCY TRANSPORTATION SERVICES: A CRITICAL REVIEW

This report examines the New York State Department of Transportation's recent efforts to encourage consolidation of client-agency transportation services in the Capital District by producing a directory of transportation services offered by various organizations. Both the practical value of the directory as an aid to the consolidation of transportation services and the cost involved in the directory's preparation are studied. The results of the random sample of the agencies listed in the directory revealed that the directory was significantly more useful as a reference volume than it was as an aid to consolidation. In general, those agencies that were interested in consolidation had taken actions in this direction before the receipt of the directory. Thus, production of such a directory for the express purpose of promoting consolidation is questionable. However, as a reference it may have greater value. /Author/
