TRANSPORTATION AND COMMUNICATION LIFELINES DISRUPTION. IN: THE GEOGRAPHICAL DIMENSIONS OF TERRORISM

Transportation and communication lifelines are among the critical networks required for moving material, people, and information among locations distributed in geographic space. The criticality refers to their role as essential foundations of a relatively plentiful and stable supply of food, information, and consumer goods. To disrupt them produces ripple effects not only in the region where it occurred, but extending outward into the nation and the world. As lifelines are so central to the functioning of modern society, yet are so fragile, it is important to understand their vulnerability to planned and unplanned disruptions. Lifeline vulnerability (LV) refers to the susceptibility of a system to incidents that cause considerable loss of service. Understanding LV, the main focus of this paper, can lead to: 1) better protection strategies by identifying especially vulnerable components of the network; 2) improved strategies for recovery from disruptions; and 3) enhanced support for long-term planning and design and related land-use systems that are less vulnerable.
