EVALUATION OF THE EFFECTS OF ITS BASED ON SCENARIOS THAT TAKE LOCAL CONDITIONS INTO ACCOUNT
With regard to intelligent transportation systems (ITS) in Japan, innovative model area tests are recently being conducted enthusiastically in major cities and regional urban centers and a succession of full-scale services such as electronic toll collection are also being put into practice. In the midst of such extraordinarily fast moves for the implementation and deployment of ITS, we can expect the necessity for practical evaluation such as will tie together ITS deployment effects and policy will become increasingly high. This research is concerned with matters such as the selection of ITS where adaptability to the local region has been considered, the formation of policy on the basis of future social framework that will be changed by the deployment of ITS and setting the schedule for the introduction of ITS that responds to community needs. This research will make it clear that such matters can be evaluated through the results of deployment. This research has been made known at international conferences over the last two years and is now in its third year. The main results from the three years are as follows: 1st year: Construction of a framework for estimating the ripple effect of ITS development on the real economy. 2nd year: Construction of a framework for estimating the usage effect of ITS development. 3rd year: Construction of a comprehensive system for evaluating ITS development by combining the usage effect with the ripple effect.
