WESTERN AUSTRALIA'S NEW STORMWATER MANAGEMENT MANUAL INCORPORATING THE PRINCIPLES AND GUIDELINES INTO COUNCIL POLICIES AND DESIGN STANDARDS

The Department of Environment is preparing a new Stormwater Management Manual for Western Australia to replace the 1998 Manual for Managing Urban Stormwater Quality published by the former Water and Rivers Commission. The new manual is more comprehensive, incorporating guidance on 'source controls', land planning, urban design, performance monitoring and education and awareness, as well as structural 'best management practices', which were the main focus of the old manual. By March 2004 the Introduction, Understanding the Context and Education and Awareness Sections of the new Manual will be available and the old manual withdrawn. Section 3 of the old manual (Structural Controls -BMP's) will continue, however, as the interim Section 9 of the new manual. This paper covers the scope, principles and objectives of the new manual and progress on implementation of stormwater policy initiatives at a State level. It discusses the process for progressing towards the incorporation of these principles and guidelines into policies and design standards at the local government level.
