ACCEPTABILITY OF ROAD USER CHARGING: THE INFLUENCE OF SELFISH AND SOCIAL PERSPECTIVES. IN: ACCEPTABILITY OF TRANSPORT PRICING STRATEGIES

One of the main barriers to implementation of road pricing is the need to design schemes that are acceptable to the public and still effective in achieving their objectives. This is made more complex as it is not clear whether people perceive the benefits and how they evaluate and respond to different charging system features. With these observations in mind, this paper focuses on the influence of individuals' selfish and social perspectives on acceptability. It is based on the hypothesis that people are not concerned only with benefits to themselves, but also with benefits to society as a whole. The research framework used aimed to examine the impacts on acceptability and effectiveness of road user charging system characteristics and personal characteristics in order to help design road user charging schemes. It was found that acceptability varies substantially as system characteristics are varied, but effectiveness does not.
