THE NEW GRADUATED LICENSING SYSTEM IN QUBEC: IMPACT ON THE NUMBER OF NEW DRIVERS AND ON NIGHTTIME SINGLE CRASHES

This paper presents the main features of the new graduated licensing system in Qubec in effect since June 30, 1997, then the methodology used to evaluate the impact of this new system. The results show an impact on the number of new licence holders as well as a reduction in the number of victims resulting from single nighttime crashes.
