SECURITY BLANKET

In this article the Smart Travel program manager of the Virginia Department of Transportation's Northern Virginia District (VDOT NOVA) describes how that agency responded to the September 11 attack on the Pentagon and the Beltway Sniper attacks which occurred a year later. In the moments after the hijacked plane struck the Pentagon, VDOT NOVA in coordination with Virginia State Police opened all HOV gated lanes to allow maximum traffic flow away from Washington, DC, and provided information via variable message signs to motorists. Signals, region- wide, were placed on "emergency and afternoon rush hour" timing to speed out-going traffic. Finally control of the VDOT NOVA STSS was transferred from the Arlington facility to a control facility farther away from other possible targets. The article also discusses the lessons VDOT NOVA learned from these experiences and changes that have been made since.
