HIGHWAY CONSTRUCTION AS AN ANTI-RECESSION ACTIVITY

Highway improvement can serve as a catalyst in the fusion of land, capital, and management so that these factors of production can be used most effectively in the expansion of U.S. industry. By opening up marginal and sub-marginal land for industrial and commercial uses, new opportunities for capital investment and growth are developed. By providing improved access to markets, an improved highway system encourages the geographic dispersal of industry. By improving the mobility of the labor force, better roads lead to more choice in employment opportunities. This paper reviews these general concepts in an attempt to determine the extent to which highway construction can be seen as an anti-recession activity.
