SEPTEMBER'S GREAT ESCAPE : NEW INFORMATION SYSTEM HELPS MANAGE HURRICANE EVACUATIONS

This article describes the Evacuation Traffic Information System (ETIS), an Internet-based information system that allows state and local officials to anticipate traffic jams caused when they announce hurricane evacuations. Using geographic information systems (GIS), a model incorporates road conditions and roadway networks to calculate state-by-state evacuation traffic volume. Officials can then set up intermediate shelters and otherwise make adjustments to ease backups.
