HOW THE CHICAGO PLAN SPELLS RELIEF

Chicago has long been recognized as North America's most congested rail hub. This article reviews the $1.5 billion Chicago Plan (CREATE - Chicagoland Regional Environmental and Transportation Efficiency project), that has, as one of its most important corridors, a Passenger Express Corridor. The overall Plan has brought together six major freight carriers along with Chicago's Metra commuter agency, Amtrak, and city and state transportation departments. When completed, the Passenger Express Corridor is expected to create fluidity for freight routes redesigned to improve rail service.
