U.S. ENERGY POLICY SHOULD INCLUDE TRANSPORTATION PLANNING AND OPERATIONS
Stating that transportation energy policy is essential to U.S. energy policy, this article points to transportation energy policy as a source for solutions to the problems of energy supply disruptions and the volatility of energy prices. Since more than 80% of the transportation energy consumption in the United States occurs on the highways, this is a good place to direct policy-making attention. Policy in this area thus far has focused on improving the fuel economy of vehicles to reduce petroleum demand. Improvements in planning, infrastructure, and operations offer future opportunities.
