ENGAGING RECREATIONAL BOATERS IN HOMELAND SECURITY
The United States Coast Guard's Office of Boating Safety is working on security-related recreational boating programs. This article discusses these initiatives, especially the development and standardization of various harbor and water watch initiatives. Grassroots programs in several areas of the country have been developed to inform waterfront users and boaters and to provide a mechanism for reporting suspected terrorism activity. The Coast Guard is working to bring these regional programs together under one national umbrella. A stable infrastructure has been developed to implement and support both regional and national programs, and plans are underway to standardize training programs.
