GRANTING SAFETY WITH NONPROFIT ORGANIZATIONS

Although supporting state boating programs through the Recreational Boating Safety (RBS) grant program is an effective way to coordinate individual state RBS efforts, some safety goals can be accomplished more efficiently and effectively at the national level. Recognizing this, the United State Code allows up to 5% of grant funds that are appropriated for allocation to states to be used to fund boating safety activities of national nonprofit public service organizations. This article discusses some of these programs. Projects funded from this program range from small, one-time efforts that provide specific services or products to multi-year endeavors affecting all aspects of the boating safety program. While some projects are designed to fulfill a specific safety information or educational need, others involve research into common boating safety concerns. Other projects are designed to develop pilot programs for potential use by government agencies or private sector organizations. Several grantee organizations have provided long-term support for boating safety activities through recurring grant projects, such as seminars, tests and publications. While not specifically designed to aid only state efforts, several projects have proven to be of great value to state authorities. These include studies on the influence of alcohol or drugs on boaters, analysis of national boating accident data collection and guides to multiple-use waterway management.
