IN THE BEGINNING: THE FEDERAL BOAT SAFETY ACT OF 1971
This article discusses some of the early history of recreational boating safety regulations, especially the Federal Boat Safety Act of 1971 (FBSA). The FBSA authorized a coordinated national boating safety program with broad new authority delegated to the Commandant of the Coast Guard. The FBSA created a flexible regulatory authority for the Coast Guard to address safety issues concerning the use of boats and associated equipment in a timely manner. The FBSA also authorized the establishment of comprehensive boating safety programs and created a new advisory council. It is estimated that since FBSA was enacted, 29,000 lives have been saved.
