SUCCESSFUL PARTNERSHIPS: REGIONAL PROCUREMENT OF SIGNAL SYSTEM SOFTWARE IN ARIZONA, USA
In the summer of 2001, a team of transportation agencies in the Phoenix metropolitan area procured a statewide license for traffic signal system software. The selection was based on a request for proposals (RFP) and technical specifications that were developed through a cooperative interagency effort, which involved up to fourteen agencies working together over the course of six months. This paper provides an overview of the process, highlights the key issues which need to be considered for successful regional/multi-agency procurements, and identifies the benefits of such an effort.
