THE STRUCTURE OF AN INTEGRATED PAVEMENT MAINTENANCE MANAGEMENT SYSTEM - PROGRAMME RIMES

Programme RIMES (Road Infrastructure Maintenance Evaluation System) is an integrated maintenance-management programme formed during 1998-2000 under the EC Fourth Framework Programme. The Dpt. of Eastern Macedonia of the Technical Chambers of Greece participated in this project in collaboration with the University of Birmingham and other partners. RIMES sets an objective background for maintenance decisions, based on engineering and economic grounds, whilst it provides tools for the economic optimisation of the relevant decisions. In order to produce a comprehensive system, three levels of analysis are required: network level, for the economic optimisation of the highway infrastructure overall, work prognmming level, where priorities and best timing and spatial distribution of the maintenance works is determined and project level analysis, where the various maintenance alternatives of a specific project are evaluated. The conclusions drawn from the application of RIMES are in favour of the adoption of an integrated road infrastructure maintenance-management system in all EU countries having the same philosophy.
