STUDY TO ASSESS THE EFFECTS OF DIFFERENT SLOT ALLOCATION SCHEMES
This report investigates the feasibility and potential impact of utilizing market mechanisms for slot allocation at European Union airports that are congested. The report discusses the role of market mechanisms, and describes potential mechanisms. Some potential mechanisms include secondary trading (the ability of airlines to buy and sell slots from each other), higher posted prices (increasing slot prices to reduce the excess demand), the use of both secondary trading and higher posted prices, auctioning pool slots and secondary trading, and auctioning 10% of slots combined with secondary trading.
