HOT LANE STUDY FOR STATE ROUTE 57 IN ORANGE COUNTY, CALIFORNIA

The purpose of the State Route 57 High Occupancy Toll Lane Feasibility Study was to determine the physical and fiscal impacts of adding an additional travel lane in each direction on State Route 57 (SR-57) in Orange County, California in three alternate configurations. The three alternate configurations were: (1) General Purpose Lanes (an extra general purpose lane in each direction), Carpool Lanes (a second high occupancy vehicle, HOV, lane in each direction), or (3) HOT Lanes (combining the new lanes with existing HOV lanes to crease a 2-lane High Occupancy/Toll, HOT, facility in each direction, which would allow HOVs free access with non-HOVs paying for use. The Phase I study was commissioned by the Orange County Transportation Authority (OCTA) to evaluate the overall feasibility of adding lanes before proceeding with more detailed evaluations. The goal was to assess engineering and environmental issues as well as estimate project costs. If demonstrated to be feasible in Phase I, plans were to proceed with preliminary engineering and environmental documentation for SR-57 capacity enhancements.
