EVALUATION IN CURRENT TRANSPORTATION PLANNING PRACTICE

EVALUEREN IN DE HUIDIGE VERVOERSPLANOLOGISCHE PRAKTIJK

This paper is concerned with evaluation in transportation planning practice. The first part is of a general character, and emphasises the political nature of evaluation. Thereafter, attention is given to both the effectiveness and the efficiency of solutions. The problem of assessing the effectiveness of a collective good is considered in some detail. Finally it is suggested that the main goals of transportation planning relate to accessibility and the functioning of the transport space as a spatial element between other spatial elements, and the relationship between these goals and the general characteristics of traffic planning, such as the level and capacity of road systems is suggested. In the second part a review is made of certain recent ideas. There is an appendix which gives certain recent ideas.
