POTENTIAL FOR NEIGHBORHOOD SELF-FINANCING OF TRAFFIC CALMING MEASURES

This paper reviews some of the possible sources of funding for implementation of traffic calming initiatives, focusing on the potential for partial or full self-financing from within neighborhoods themselves. A sample of typical practices from western Canada and other jurisdictions is outlined, and a case study from Strathcona County, Alberta, is presented. Of particular interest are the results of resident surveys designed to gauge the level of public support for self-funding of proposed traffic calming elements. Alberta procedural requirements for funding through local property tax assessments are reviewed, along with typical inputs for calculating equivalent costs per household and amortization periods.
