ESTIMATING THE COST OF TRAVEL: EVIDENCE FROM THE STATE ROUTE 91 IN CALIFORNIA
This paper studies a number of commuters' traveling choices using survey loop data. From their revealed choices of tolled and untolled lanes on State Route 91 in California, the values of travel time and reliability are derived; the former is about 52% of one's gross wage rate whereas people are clearly more aversive to travel time uncertainty: the value of reliability is about 150% of that of travel time savings. The results show that income is the most important factor whether one purchases an electronic transponder to use the tolled lanes or not; males are found less likely to use the toll lanes.
